To clarify, I want to find a way to stream Quest specific games (Like Resident Evil 4) on Discord while being able to hear the game AND my friends. I know about casting onto my PC, but that wouldn’t let me hear my friends. I could put my headset on, but then I can’t hear the game.

Go to Discord through your headset and make sure your Input/Mic is set to Virtual Desktop Audio! I can't really say anything about VD as I just can't afford PCVR. But I assume that this would only work if you play the game itself through VD.
